The state’s network of regional education agencies, called the Board of Cooperative Educational Services, spends close to $3 billion a year on special education, career and technical education, and back-office support for local school districts around the state.
Supported by local property taxes and state aid, the agencies routinely overcharge local districts for their services, the state comptroller has found. Tax Watch on Sunday will report on the Sunday about the BOCES system of overcharging, which has led to $473 million in refunds over the past four years. There’s another $100 million in overcharges that will be refunded to school districts this fall.
