The New York State United Teachers is suing to challenge the constitutionality of the state’s tax cap. The union said the cap, which limits annual property tax levy increases to 2 percent, limits local control of school finances. The group said the cap also discriminates against poor districts because wealthier districts would be more likely to override the cap, providing them with a funding advantage. (It takes a 60 percent of voters to override).
