A new report from The Empire Center for New York State Policy shows that county and municipal employees in Westchester, Rockland and Putnam are among the state’s highest paid civil service workers with top average salaries between $60,000 and $80,000. Several employees with local police departments were also among the state’s highest-paid employees. Government workers in most areas statewide earned much less.
